Missouri Farmers Struggle with High Health Insurance Costs

Missouri Farm Bureau (MOFB) members face significant challenges in accessing affordable health coverage, with many struggling with high costs and limited options in the individual marketplace.

This lack of access impacts families, farms, and small businesses, leaving an estimated eight percent of Missourians without coverage. Addressing this issue has become a top legislative priority for MOFB.

To tackle this problem, MOFB aims to implement a successful model used by Farm Bureaus in five neighboring states. The first step involves passing authorizing legislation, specifically Senate Bill 79 and House Bill 366.

These bills would enable MOFB to offer health coverage plans projected to cost 30% less than comparable unsubsidized plans on the individual health insurance marketplace.

These plans are designed to be affordable while providing comprehensive coverage. To ensure feasibility, they will be subject to underwriting. MOFB will balance adequate coverage with cost management, and based on similar plans elsewhere, approximately nine out of ten applicants are expected to receive coverage.

While new to Missouri, these plans have a proven track record in ten other states. Tennessee Farm Bureau, for instance, has offered similar plans for 78 years, boasting a 98% retention rate. This demonstrates Farm Bureau's ability to effectively serve its members.

MOFB is currently engaged in the legislative process. Recent testimony before the House Health and Mental Health Committee, including personal stories from MOFB members, highlighted the urgent need for affordable health coverage options. The committee's inquiries underscored the real challenges faced by Missouri farmers.

Passing this legislation requires a collective effort. MOFB, known for addressing significant issues, views bringing Farm Bureau Health Plans to Missouri as a continuation of its mission to serve its members.
